Combat Finishers

For each buff/debuff, a number is displayed above it that indicates how many combo points you can expect to be able to build during its remaining duration. This number is technically conditional on RNG, but the number displayed is the statistically most likely value.
For example, if you see an 8 above Slice and Dice, you can expect to have 8 combo points to spend in the remaining duration of the buff and likely want to use a 3 combo point finisher followed up by a full 5 combo point Slice and Dice just as the current buff falls off.
Open Issues:
[*]Doesn't account for being global capped during periods of high energy gain (such as adrenaline rush).
[*]Assumes current haste modifier will remain constant for remaining duration of buff, which will marginally inflate expected value of combat potency procs.
