PTR - Council of Dreams

*Made during PTR testing, will potentially update if we get more testing and/or once raid launches

Contains two auras:
- Track the energy of all 3 bosses, and highlight when above 80
- Track the healing absorb debuff that you clear in the flowers, didnt actually get a chance to test the functionality of this one.
