This WA calculates an individual countdown per player based on (number_of_healers / 60) * place_in_queue. When entering combat with Loatheb it shows the individually calculated countdown to the first heal as a cooldown progress icon. The intent is that each healer *starts* to heal when his or her countdown reaches 0. The icon persists until the heal debuff is applied.
The available healers must be defined in "Actions", and the order of healers is equal to the list of available healers. This WA does not in any way attempt to "figure out" who should be healing, and relies on explicitly listing what healers should partake in the healing rotation. If the person is detected as an assigned healer it will print an informative message to the chat about what position in the queue and the time of when the first heal should be started.
*THIS WA ONLY HELPS SPREADING OUT THE 1ST HEALS*. It does not inform whatsoever about when your following heals are ready.
